Fulton Hogan develops Forward Works Programs (FWPs) in a range of Road Maintenance Contracts in Australia. FWPs aim to support future routine, renewal, and rehabilitation activities by identifying road sections in a condition state that can contribute improvements in meeting the objectives of the network owner. The objectives typically include maintaining road safety, consistent user experience and journey time as well as balancing agency costs.
FWP development has historically relied on field inspectors’ pavement knowledge and field experience. Additional information such as pavement modelling, pavement condition data and traffic data has further enhanced treatment decision and improved robustness of FWP development.
Currently, there is no centralised data management system to manage and integrate multiple survey data digitally. Lack of data accessibility impacts FWP development where limited information is available to justify treatment selection Since early 2020, COVID-19 restrictions have limited site inspection which have further impacted FWP development. Lack of asset system/services integration, completeness of asset information and conditions will impact network operation and FWP planning as additional factors will contribute to pavement deterioration.
In Victoria, the discontinuation of manual Surface Inspection Rating (SIR) has created a new challenge to collect surface characteristics for works planning as well as the updating of road elements to maintain an integrated asset inventory and systems
To address the above challenges, a centralised, integrated asset system with mobile and virtual inspection capability tool was desired to improve Fulton Hogan’s operations.
WSP and Fulton Hogan have implemented JunoViewer FWP Management System developed by Lonrix to integrate the data sources into one GPS-enabled framework. JunoViewer centralises data through a cloud storage and data management system, which allows seamless validation of network condition and pavement modelling outputs on whilst travelling the network.
With careful system design and configuration, WSP and Fulton Hogan have been able to improve Forward Works Program validation both in the field when COVID conditions allowed, but also virtually in conjunction with clients working remotely
